Harlem is a large neighborhood in northern Manhattan consisting of East, West, and Central Harlem. Since the 1920s, it has been a major African-American residential, cultural, and business center. Yet East Harlem originally formed as an Italian-American neighborhood, and was known for a time as 'Italian Harlem'. Said neighborhood is the birthplace of the Italian-American Mafia. The make-up of Harlem makes it a site for notorious 'policy rackets' of both Black and Italian organized crime members.
